Found it...

Tell wotaskd to Use Localhost Too
Edit /System/Library/WebObjects/JavaApplications/wotaskd.woa/ Contents/Resources/Properties

I think the migration is complete, applications are developable.

Don't know why that line wasn't there, is this file over-written by someone?

It is not there by default. It is not strictly "required" as some machines seem to work fine without it. Having there just eliminates the potential for problems.

In another part of the Wiki there are statements about adding to <.../apache2/named.conf>

        ServerName localhost

That did not apply to me in 10.6 ( either http.conf or apache.conf ) and when I added it to apache.conf as a test, I had several strange things occur such as losing all the Login information.

There is no ServerName line in any relevant file that I know of.

It would be in /etc/apache2/httpd.conf, probably commented out:
#ServerName www.example.com

See:
http://httpd.apache.org/docs/2.0/mod/core.html#servername

If it works without this, I would not fret over it. IIRC, this sometimes made the difference with Apache 1.3

Added
-WOHost localhost
to the Project setting as specified as a workaround for bug WOL-756, which doesn't allow the adding of a parameter from the global Eclipse preferences.

by doing that the URL changed to
        http://localhost/cgi-bin/WebObjects/tyf.woa/-5555
and the problem became

*** No Instance Available ***

You need to set this for wotaskd too and restart it. Search for localhost on the wiki.
