Yes, I've done that and it still has the same complaint.
Has anyone been able to get the Example HelloWorld project to create a
WAR file that can be run successfully under JBoss?
My legacy True WAR WebObjects project still builds and deploys under
JBoss, but I want to migrate to the new Ant build system.

Try copying one of the localised Main.wo components into your top
level Resources folder. There is a known bug in 5.4 to do with
localising the Main component when WOCachingEnabled is set, this is
probably what is causing you pain.
