Web Inspector: Elements: also track inherited CSS variable dependencies

Reviewed by Timothy Hatcher.
Used inherited CSS variable aliases do not keep their complete dependency chain
when declarations are encountered in reverse order.
Instead, collect inherited dependencies independently of declaration order and
expand only the variables that are actually used.
