Address Safer C++ static analysis warnings in StyleBuilderGenerated.cpp

Reviewed by Anne van Kesteren.
Make BuilderState::m_style a const CheckedRef instead of a raw reference so that
the generated and custom style builder code calling through
BuilderState::style()
is trusted by the static analyzer.
This tested as performance neutral on Speedometer and MotionMark once
PGO profiles are regenerated.
