[Swift Testing] Add a helper for a web view with or without site isolation

siteIsolatedWebViewAndDelegate always enables site isolation, so a Swift test
that compares a page with and
without it, as several Objective-C ones do with viewAndDelegate, had no helper
for the second case. Add
webViewAndDelegate(configuration:frame:siteIsolationEnabled:), which sets the
preference either way, and build
siteIsolatedWebViewAndDelegate on it.
No new tests; a following change uses the helper.
