[CMake] Make WebGPU a WEBKIT_FRAMEWORK target

Reviewed by Richard Robinson and Keith Miller.
Use the standard target macros to describe WebGPU, and insert it into
the build graph such that other projects pick it up using their
<x>_FRAMEWORKS variable. This fixes some issues with WebGPU's header
layout and code signing.
