Refactor code signing infrastructure to accpet some additional
properties:

- `CODE_SIGN_BUNDLE`: What to sign, if not the framework bundle or
  Mach-O binary. Useful for XPC targets which are implemented as
  executable targets, but nevertheless need to sign a bundle directory.
- `CODE_SIGN_FLAGS`: Extra codesign arguments.

CODE_SIGN_ENTITLEMENTS is now read as a target property as well.

A follow-up change will use these properties to reimplement the XPC and
ExtensionKit targets using centralized code signing.
