[css-anchor-position] Remove anchor positioning feature flag

@position-try is only usable when CSS Anchor Positioning feature flag is
enabled,
so `@supports at-rule(@position-try)` (added in 318482@main) should return
Unsupported
when the feature flag is not enabled. Given that anchor positioning is stable
now,
let's remove the feature flag to avoid special handling code in @supports
at-rule().
No behavioral changes, tested by existing test suite.
