[AppKit Gestures] Add a feature flag for gesture recognizer-driven gesture
event support

As the commit title reads, let's bring up support for gesture events
driven through AppKit gesture recognizers, namely for magnification
and rotation. We kick off this bring up process in this patch by adding
a feature flag, which will be adopted in forthcoming changes.
