[JHBuild] Minimal moduleset should not build libwpe and wpebackend-fdo

The GTK port no longer uses libwpe or wpebackend-fdo at all, and WPE port
builds with ENABLE_WPE_PLATFORM don't need them either. Only the legacy
API (ENABLE_WPE_LEGACY_API) requires them, with requirements every
supported distribution satisfies: libwpe with no minimum version and
wpebackend-fdo >= 1.3.0.
The minimal moduleset is meant to build only what the distribution cannot
provide, and these entries lack the <pkg-config> line that would prefer
the system copy, so they were always built from source. Remove them;
legacy-API builds pick up the distribution packages instead.
