Sync the popover tests to web-platform-tests/wpt@0684405. The
popover-light-dismiss-command-edge-cases test has been promoted from
tentative upstream, so drop the .tentative suffix from the test and its
expectations, and update w3c-import.log and tests-options.json to match.
