github.com: Safari does not scroll to the GitHub issue comment when opening a
link (worse than Chrome)

github.com serves Safari some JS that tries to adjust the scroll position
which interferes with WebKit's scroll to fragment implementation.
Presenting a Chrome-like UA for github.com to take the working code path.
