Mark OriginAgentClusterEnabled stable

Reviewed by Tim Nguyen.
Enable support for the Origin-Agent-Cluster header. Note that our
default value for this header is false so document.domain remains
accessible. The header can be used to disable document.domain support.
In the future we might flip the default.
