Add SP4 plan and patches for run-benchmark to run experimental suites

Add plan and patch files to run SP3 suites plus all experimental suites.
Put all suites into query params in plan file to override only
running
default suites. To avoid overhead of __signpostStop + __signpostStart in
scored time, grab another performance.now timestamp for asyncStartTime
in the signpost patch instead of using syncEndTime.
