[macOS Golden Gate] Add pull-to-refresh functionality to SwiftBrowser

In this patch, we use SwiftUI's .refreshable() modifier to teach
SwiftBrowser about pull-to-refresh behavior. Our plumbing in
webkit.org/b/316808 makes it all work together.
