[GTK][WPE] REGRESSION(315523@main): Revert Swift toolchain support for Yocto
builds
https://bugs.webkit.org/show_bug.cgi?id=317573
Unreviewed fix.
We need to revert both 315550@main ("[WPE][cross-toolchain-helper] Disable
Swift on armv7 (32-bit) targets, keep clang") and 315523@main ("[GTK][WPE]
Enable Swift toolchain support in Yocto cross-builds") as it causes
issues on our rpi4 farm.
