[GTK][WPE] Install python3-legacy-cgi via install-dependencies

Python 3.13 removed the `cgi` module (PEP 594), which the http layout-test
CGI scripts still `import`. Pull in the legacy-cgi back-port via the system
package manager so it lands in the system python where apache's mod_cgi
runs them.
