[Win] Unreviewed layout test gardening
Skip http/tests/security/no-javascript-refresh-spaces.py, which flakily
crashes the WebProcess on the Windows EWS bots. The rest of this family
of javascript:-URL tests was skipped in 314264@main; this one was missed,
and has been failing near-constantly on Win-Tests-EWS since.
Mark imported/w3c/web-platform-tests/gpc/sec-gpc.https.html as a flaky
failure: since 314317@main started collecting the worker, sharedworker
and serviceworker subtests it intermittently reports a harness timeout
with all subtests passing (webkit.org/b/315806).
