[Xcode] Build fails when building universal on arm64e, yasm is unsigned

Unreviewed build fix.
In 262658@main, we worked around a race condition in Xcode's build
system by forcing yasm to be adhoc-signed. This doesn't work in some
internal build configurations where our CODE_SIGNING_IDENTITY is
overridden.
Fix by changing how we disable code signing in this target.
