http/tests/navigation/cross-origin-navigation-fires-onload.html fails

Reviewed by Sihui Liu.
The test is expecting behavior that's not observed on Firefox or Chrome so it's
a progression that
we now match other browser's behavior. Manually disable site isolation when
running this test to
make sure the old behavior is tested when site isolation is disabled.
