Config fix for "[Post-commit CI] Recognize a macOS deployment target config
parameter for back-deployed builds"

Unreviewed CI fix. We forgot to set the deployment_target field for
post-commit's Apple-Sequoia-Debug-Build queue.
It's currently implicitly set correctly, because the builder's OS has
not been upgraded to Tahoe, but for completeness, we must configure it.
