Move ViewGestureControllerMac from using NSEvent directly to
NativeWebWheelEvent

Do some simple refactoring to pass NativeWebWheelEvent into
ViewGestureController
instead of NSEvent, so that we can later make it possible to start a swipe
from a synthesized scroll event.
