Enable WebGPU Swift on iPhone simulator

This enables WebGPU Swift, and Swift/C++ interop, on the most recent iOS
simulator SDKs, as the underlying issue
(https://bugs.webkit.org/show_bug.cgi?id=300146 / rdar://162398835) has now
been resolved.
