[JSC] Fix mozilla test with DST shift

Reviewed by Sosuke Suzuki and Daniel Liu.
This mozilla test is not designed to be able to run well with PDT
(DST shift). When we are approaching to DST shift timing, this test
fails. We use the fixed date instead of time of now.
