[MiniBrowser] Handle local file paths passed to run-minibrowser

Local file paths (/, ./, ../, ~/) are converted to file:// URLs with
absolute paths resolved from the current working directory
This allows the script to handle commands like:
- `run-minibrowser ./test.html`
- `run-minibrowser ~/tests/index.html`
