[ Gardening ] Remove TestWebKitAPI.IPCTestingAPI from the Allowlist of
api-tests allowed to run in parallel.
rdar://162807265
Unreviewed test gardening.
TestWebKitAPI.IPCTestingAPI may not be compatible with parallelization and is
timing out. Removing it should resolve this.
