Unreviewed revert, partial revert of "[Model Cleanup] Cleanup Model #ifdefs"
This reverts the idl changes in commit 22cf38e52362dfec24edcbeb57e472db7dd5b61d
because Conditional= assumes the ENABLE_ prefix is dropped so all of the <model>
element idl is broken
