[EWS] Detailed layout-tests stdio logs are missing when all failures are
pre-existing in results-db

Unreviewed follow-up fix.
This was a regression from 300042@main, in which we replaced self.finished()
with return.
This inadvertantly caused self.build.addStepsAfterCurrentStep to be skipped for
a specific scenario.
