Mark fast/frames/lots-of-iframes.html and fast/frames/lots-of-objects.html as
slow tests in Debug.

Unreviewed test gardening.
I tried to make these run faster in 300174@main. Time out rates seemed to have
improved
but they still occasionally time out on debug bots. Mark these as slow tests in
debug
so we get a bit of extra time to wrap up the test.
