[JSC] WASM IPInt SIMD: support v128 in local.get, local.set, local.tee,
global.get, global.set

Reviewed by Keith Miller.
In order to support v128 in IPInt implementation of local.{get, set, tee}
and global.{get, set}, always load/store 16-bytes.
