Calibrate initial GC length values

Reduce m_lastFullGCLength and m_lastEdenGCLength to 2 ms since initial
Full/Eden GCs only take <= ~2 ms. This allows GCActivityCallback to
schedule GC more accurately before we've finished any GC cycles.
