[ macOS Tahoe ] 3 /gen/top shared worker mixed content tests are a consistent
failure

Unreviewed.
A system component change that allowed connections to localhost subdomains
exposed these test failures.
If we had a local DNS resolver, as the tests intended, they would have failed
as well.
