Wrong video opening in fullscreen

Reviewed by Andy Estes.
Enable VideoFullsceenPrefersMostVisibleHeuristic preference by default.
This fixes the incorrect behaviour of only being able to put in fullscreen
audible videos or selecting an audible videos even if not currently visible
in the page.
Covered by existing tests.
