[writing-mode] Flex container should account for leading scrollbar size when
placing flex items

Reviewed by Antti Koivisto.
This change ensures that when the scrollbar is "before" the flex item (e.g.
vertical-lr/rtl -text starts at the bottom where the horizontal scrollbar is)
the flex items is placed _after_ the scrollbar.
This is also in preparation for fixing
css/css-flexbox/negative-overflow-003.html.
