[orthogonal td] RenderTableSection::layoutRows should set the logical _width_
for orthogonal content

RenderTableSection::layoutRows sets the final height of the table cell's
(height from the table's point of view). However in case of orthogonal table
cells this height value
is actually the logical width constraint. Setting the overriding logical width
here
ensures that we stick to this value. In non-orthogonal case this is handled by
overriding updateLogicalWidth() and ignoring all regular width computation.
