REGRESSION(298467@main): Introduced an exception to dashboard-tests

Only run xattr command if the file path exists. `self.self.layout_tests_dir`
may be the path to dashboard tests, in which case the command fails. Also, fix
the command such that it actually sets the quarantine bit.
