[iOS] Pointer lock should be gated behind mouse availability

It does not really make sense to switch into pointer lock if a pointing
device is not connected. In this patch, we use the WKMouseDeviceObserver
instance in the UI process to deny pointer lock requests if no pointing
device is available.
