Fix video-suppress-hdr-fullscreen.html using correct is-mac test

* LayoutTests/media/video-suppress-hdr-fullscreen.html:
The UA string test could return `true` in some non-macOS environments.
`testRunner.isMac` should be more accurate.
* LayoutTests/platform/ipad/TestExpectations:
Re-enable the test.
