Remove Quirk needsIPadMiniUserAgent for cctv.com

Reviewed by Brent Fulgham.
After testing there is no significant benefit of
having the iPad mini UA override. In some cases
the experience is even worse. Let’s remove the UA
override and target some surgical actions if
required to improve the user experience on some of
these domains.
