Support LocalOverrides in lldbWebKitTestRunner

`Tools/lldb/lldbWebKitTester/Configurations/DebugRelease.xcconfig`
does not allow any overriding of its build configuration. We should
optionally include the `LocalOverrides.xcconfig` file if the user has
provided one.
