[GStreamer] Allow only one video encoder codec configuration

In our first implementation of WebRTC replaceTrack() we had to have support in
the video encoder for
reconfiguration. Since our second implementation of replaceTrack() no longer
requires that, let's
remove re-configuration support from our video encoder.
