[Build] Work around rdar://141760829 when building for PGO stages

rdar://150957756
Unreviewed build fix.
Check CLANG_INSTRUMENT_FOR_OPTIMIZATION_PROFILING when deciding whether
to apply the CFLAGS for this workaround. Checking
CLANG_USE_OPTIMIZATION_PROFILE is not enough, because it's enabled in
both stages of PGO.
