[macOS][WebContent] Disable relaunch on login

When ENABLE_LAUNCHSERVICES_SANDBOX_EXTENSION_BLOCKING is 1, we should disable
relaunch on login for the WebContent
from the Networking process, since this requires a connection to the Launch
Services daemon.
