webkitgtk-2.48.0 fails to build with GST_DISABLE_GST_DEBUG

Reviewed by Philippe Normand.
Move definitions needed even though GST_DISABLE_GST_DEBUG out of #ifndef
GST_DISABLE_GST_DEBUG.
