  [JSC] Add NewTypedArrayBuffer DFG node

Reviewed by Yijia Huang.

This patch adds NewTypedArrayBuffer which is converted from `new 
ArrayBuffer(argument)`.
We make this node's modeling more precise so that we can make code
including this node optimized well. We also found that our comparison is
doing a bit convervative when our input is polluted with undefined /
null. If AI already proved that we do not have undefined / null fater
fixup phase, then we should make it more efficient form. This patch adds
that optimization in AI and constant folding phase too.
