Reduce calls to AffineTransform::multiply()

In SVGGraphicsElement::animatedLocalTransform() we can avoid the `matrix *=
transform().concatenate()`
if the transform list is empty.
We can also avoid the multiply in `AffineTransform::makeRotation()` if the
center is zero.
