Implement Observable#reduce

Reviewed by Darin Adler.
This change introduces the `.reduce` promise-returning operator
for Observables, using the InternalObserver and subscribing immediately.
Unlike our MapperCallback, we need to pass an accumulator as well. As
such, we also introduce a new ReducerCallback IDL.
