Simplify wrapper CSS/Style value types

Reviewed by Darin Adler.
Simplify wrapper CSS/Style value types by adding a TreatAsTypeWrapper
as a peer to TreatAsTupleLike and do some adoption.
Also does some related renames for consistency:
CSSToStyleMapping -> ToStyleMapping
StyleToCSSMapping -> ToCSSMapping
