incomplete type 'WebCore::GLFence'

Unreviewed build fix for Windows Skia port.

* Source/WebCore/platform/graphics/skia/ImageBufferSkiaAcceleratedBackend.cpp:
Moved #include "GLFence.h" to outside of #if USE(COORDINATED_GRAPHICS).
