[CMake] Always prefer a system provided libsysprof-capture

The Flatpak SDK now includes libsysprof-capture, which means it is
possible to always prefer the system version of the library by default.
* Source/cmake/OptionsGTK.cmake: Always default to
USE_SYSTEM_SYSPROF_CAPTURE=ON.
* Source/cmake/OptionsWPE.cmake: Ditto.
